Yes, comparison is good, but I think his point is that "City" can be a catch-all term for very different environments. I live in Sacramento where it is flat and not too congested, at least on my routes/times of day - result is my usual 24 "city" and 30-32 "highway". I hesitate to even call it City driving, but it is probably comparable to many in the Midwest.
At the opposite extreme, I lived up until last year on the SF Peninsula which is very hilly (steep) and congested, my mpg was 20 "city" and 26-28 "highway". Well you get the idea - my overall average jumped up from 23 to 27 when I moved here. This is not even factoring in that some people rely on the SID, not hand calc, which in my experience is ALWAYS off from 1-2 mpg.
Oh, BTW - mine is a 2001 9-5 LPT 5spd which I feel has excellent mpg.
