That center bolt is torqued to hell and back and without the proper counter hold tool, I don't see how it would be possible to remove and tighten.
Luckily though, if you are planning to only replace the belt and not the crank shaft seal, you only need to remove the outer part of the crank pulley that is mounted with 6 E10 bolts.
They did change the bolts at some point to another style so I'm not sure about your 2003. If it is another bolt than the E10 Torx head, it is because your engine is a newer one and I don't what that size could be.
