After installing the head and then bolting down the cam shafts, it is very difficult to make the cam shaft stay in a perfect position so that they don't push down the valves into the piston top.
So therefore, you back off the engine slightly so that all pistons are a tad below the deck but not that faraway so when you have installed the cam sprockets and inserted the locking tools into sprockets you can safely move the engine back up to TDC without jepordizing the valves.
