Open the tailgate, on the inside of the left D-panel, you will see two plastic covers. You can use your key to turn them a quarter turn, and then pull them out. Underneath, there should be two torx (sorry, can't remember the size) screws, (perhaps the same as the one to undo the DIC). Loosen these off, and then then whole light fixture will come out, with a gentle pull.
Change the bulb, and reverse the instructions. Make sure you push the assembly in, so that it is flush. I made the mistake of not aligning it correctly, and had to redo it.
Second thing, make sure the bulb has two filaments (brake, running). P21 5W is the type. I managed to put a single filament bulb in by mistake, the first time, and the brake lights all stayed on, with touching the pedal.
I think I have changed the left and right outboard rear lights once in the almost five years I have had the MY99 9-5 SW.
