Your question is good. Saab did have a model many years ago wherein it was necessary to use a shorter bolt when mounting steel wheels.
TO CHECK:
1. Put the steel wheel on and use a lolly pop stick as a depth gauge. Hold the "depth gauge" at a depth corresponding to the bolt length plus a margin of safety (5mm) and slowly rotate the wheel. It shouldn't be hitting anything.
2. Insert and tighten the first 2 bolts by hand (use only the socket and no breaker bar).....then, turn the wheel slowly.
3. Perform the same check on both front and rears.
