Aero 17 inch wheels tire pressure

Winter time, and when cold, the front tires sure look low. I check and they are at 36 lbs, once I make it to the gas station (tires warm not hot). Maybe I could go as high as 39 or 40 lbs? I searched the site can't find anyone using 40 lbs on anything. The side of the tire says max 51 lbs, whatever that means.
This is a 2002 Aero with Pireli p6 upsized to 235.45.17, 22k on them, and so far I like the tires fine.
