Well, how long are your trips? Cold weather mostly affects mpg on cold start - it takes longer to warm up and runs richer. If you make a lot of short trips, your car will use a lot more fuel in cold weather. If you drive longer distances with few start-ups, then there may be an issue. Also, some regions require oxygenated fuel in winter due to inversion layer pollution, Denver, etc. Perhaps the colder weather and different fuel blend accounts for it?
