Defroster...Cold Air

Today, with temperatures at 50 degrees and rain, windshield fogged up while in stop & go traffic. Switched to defrost only and cold air was blowing from the defrost vents.
Had not noticed fogging prior to today. Everything cleared up rolling down the highway at 55 mph and floor heat only.
Why would the air out of the defrost vents be cold, and what should I check first?
