Remove and disconnect first one then the other printed circuit board that has the tail-light/stop-light bulbs on them.
1. If disconnection of one board eliminates the fuse-blowing problem, you've narrowed the problem down to the board or one of the bulbs.
2. If step 1 is true...remove all of the bulbs and then reconnect the board.
3. If step 2 results in no blown fuse...inspect the bulb bases carefully...one of them may be shorted.
4. If step 2 results in a blown fuse, there's a short on the board. Unless you can see it and correct, consider replacing the board. Goldwing may have a good used unit that will save you a couple of dollars. Price at the dealer first; I'm personally not a fan of used electrical parts.
