There seem to be two fail modes. One: the stop arm is broken. Two: the drum that the arm works with is broken inside the HVAC unit. Sounds like you have the latter. May well have had the broken arm too. There are a variety of 'fixes' for it. If you have had the arm out, the rest of the fix isn't bad at all. Not terrible price wise given that Saab wanted $2k for their fix a couple of years back.
Also, while you are having all manner of fun under the dash, check to see if the recirculation system is working correctly. I discovered mine was broken the ugly way - in a car wash with the temp outside around 100. The heat and humidity was unbearable as my AC was on the fritz too. Test by seeing if the air volume flowing from the vents increases (at least the noise). That one is repaired by going at it with the glove box removed etc.
