This has been discussed many times here. The flickering has more to do with a relay or switch, or something. Search for it, it can be repaired with some deft soldering.
I haven't heard any reports that flickering preceded failure. They probably flicker. They probably fail. But I've not heard of any connection between the two. In fact I replaced mine at ~60K and the new ones flickered from the get-go. I'm at 125K and they're still flickering.
The Xenon bulbs/ballast ought to be replaced every 60K or so, if they're used as DRLs, their default setting. They definitely fade over time and 60K seems about right.
