First of all, give us some data, not anecdotal information and adjectives. You need to check two tanks in a row, filled at the same station, preferably same pump, to eliminate differences in the fill from tank to tank. Reset the SID when you fill up each time. Do some significant steady highway driving on one of the tanks. Hand calculate the mileage numbers, and also take the average MPG and MPH off the SID. See how the MPG compares (both methods), then see what the Avg MPH is.

My guess is that you have more stop/start or cold starts (short trips) than you realize, indicated by a low MPH reading from the SID, ie below 30MPH avg. These are relatively heavy cars for their size, and they eat a lot of fuel around town except the I-4 w/ 5 spd is not too bad. I would not expect more than 18mpg in urban driving with stops or starts in the winter, 25-27mpg fwy if tire press is maintained at 35psi or more.

Lastly, take some of the mileage you hear from others with a grain of salt. I find many people rely on the SID, which for me reads 2mpg high after a tank of mixed driving over a week or two (it is not far off on road trips with few starts). Or they check a one-way trip of 200 miles which just isn't enough. Or they conveniently forget about the 15mph tailwind they had, etc.
