I used to have a 2005 9-5, and had a vague recollection that the frequency steps on the radio could be adjusted for different countries. I kept a PDF version of the owner's manual, and just looked it up. This is what it said:

In other words, each time the radio is turned on when the seek button is held down, the radio will toggle between US and European frequency settings.

I don't know if this will work with cars equipped for the Japanese market or not, nor if it will work with the 2000 model year, or if it will be suitable for the frequencies you use in New Zeland. However it is something you might want to check out.
