You want to move the top of the wheel out, so the shims go on the top.
A couple tricks:
* WIS describes special tools to remove the hubs. Not necessary. Just remove the bolt holding the upper lateral suspension link to the hub and swing the link up - gives you plenty of room to reach the nuts on the back of the hub. When you reattach, insert the bolt loosely, jack up the wheel into loaded position, then torque the upper bolt. Like any suspension bolt, it should be torqued when the suspension is in loaded position.
* There are actually 6 (six) nuts to remove (at least on my '01). Remove two nuts holding the hose/wiring harness bracket, remove the bracket, then there are 4 more nuts visible that need to be just loosened enough to move the hub to slip the shims into place. Make sure it's clean so you don't catch dirt behind the hub and throw off the adjustment.
