I believe you're talking about the "flash to pass" bulbs. When you want to flash your high beams at someone, like when you pull up to a stop sign at the same time and you're letting them go first, the flaps that open to make the Xenon bulbs appear brighter aren't fast enough to do that. So they added those halogen bulbs that can turn on and off instantly. Have someone sit in the driver seat and pull the high beam stalk back partially and let it go a few times while you watch the bulbs. They should come on.
