I also have a 1999 9-5 SW.
In the Haynes book, section 12-25 on page 12.26, they write of the Theft Warning Integrated Central Electronics that it operates the following systems:
a) Lamp check including parking and braked lights;
b) Seat belt warning including passenger seat occupation sensorè
c) Electrically-heated rear seat;
d) Electrically-powered passenger seat;
e) Central locking;
f) Electric opening of the trunk lid;
g) Theft protection immobilisation;
h) Anti-theft alarm including glass breakage and angle sensors.
The TWICE fuse is F5 in the passenger compartment. You are right about F11 for the electrically powered passenger seat.
Check all of the items on the TWICE list, to see which ones are functioning correctly.
If it only the locking system, there is a wiring diagram on page 12.35 of the Haynes, Diagram 8. Since all five of the locking motors would not likely fail at the same time, it could be the TWICE module.
An alternate explanation - if your ignition key barrel sticks in when you take the key out, the car thinks the key is in the ignition, and you cannot lock your doors.
Another thing - if you hold the central lock down long enough, it should engage the panic alarm. Does it?
