low beam problem

I have the left low beam light out on my 2000 9-5. The old bulb was OK, but I put a new one in and had no light. The connector is good as new. The fuses are OK. I pulled the orange relay box as suggested here. Inside there is no relay, just a circuit board. I inspected the soldering with a magnifying lens and it looks good. (I have professional experience soldering and testing and repairing other people's soldering) It appears the orange relay box circuit board just has four current shunts with simple circuitry to measure the current through the shunts like a simple ammeter. Should I still resolder things or look elsewhere for problems?
