If the measurement is -1 degree 7 minute then the it's within spec as long as you vehical height is also within spec. If the measurement you have is -1.6 degrees then you're still negative by .25 degrees.
However if your springs were never replaced, the car may be sitting lower and the camber will be more negative.
I had shims bushings replaced and shims installed in my '99 in December. Given the vehical height measurement taken at the rear wheels, I think my spec became -.6 degrees. Don't hold me to that number but I do recall the adjusted camber spec being significantly different. It wound up taking a 3 and 6 mm shim on each side and brought the car right back into spec. I was pleased. It felt like a new car after I got it back.
The car had approx 140K miles at the time.
