The blower is probably the same as in the 9-5. Usually, the brushes wear out and the fan quits working because there isn't enough contact with the commutator (end of the spinning part of the motor where the electricity is fed to by the brushes). You may even see some meltdown of the motor plastic plug connector as the motor tries to draw current through the brush gap. Some of us have tried to find easy brush replacements or otherwise rigged them to get a few more months out of the fan, but in the end, the motor commutator copper surface wears down too and it's a new fan motor time by then!!! It's not a horrible job trying to change out a blower motor, but my replacement windshield was set in place a litle low and reduced the clearance
A blown fuse would certainly be the first check, and the Saab WIS shop manual also advises checking a temp sensor/thermostat in the heat exchanger coil (or maybe the A/C coil??) as another possible culprit.
As for both pipes being hot...if the blower fan isn't running, then the heat can't be drawn out of the supply pipe and heater core, so the return pipe out of the heater core is pretty much as hot as the supply pipe.
