Did you do anything with the orange relay? In the relay/fuse box under the hood there's one orange relay that controls/checks the exterior lighting systems. This is a very common failure point and your symptoms are exactly the same as most people who have orange relay issues. I'd recommend replacing the relay. If you've got another Saab at least a 1994 and up it should have the same orange relay. Swap it in and see if the high beam comes on. You can also search the board for Orange Relay and find a lot more information.
