I reviewed the wiring diagram in the WIS for your year and model 9-5.
1. There is no relay.
2. The grey button actuates a single-pole, spring-loaded, normally-open contact. This contact is closed only while the button is being depressed.
3. The mirror control unit contains the "latch" you referred to, actually an electronic latch.
4. When the transmission is in reverse, +12VDC flows into the DICE control unit.
5. The DICE control unit signals the mirror control unit through the I-bus.
6. Ground potential is provided to the mirror control unit only while the grey button is depressed.
7. When the mirror control unit has a signal through the I-bus (from the DICE control unit) that the car is in reverse AND ground potential is provided to the mirror control unit when the grey button is depressed THEN the electronic latch is set and the mirror moves down. The electronic latch remains set until the car is shifted out of reverse.
Without having access to the car I can only guess that the failure is in the mirror control unit. The mirror would not tilt down unless the reverse condition AND the grey button depression were sensed at the same time at the mirror control unit which then tells the right mirror to tilt down. The electronic logic to stay down until the reverse condition ceases (caused by shifting out of reverse) resides solely in the mirror control unit.
Replacement of the unit should be easy; it's located above the glove box. I would try Goldwing or English-Swedish Spares for a used unit. A dealer would charge dearly.
