City driving sure is tough on gas mileage. If you 16 with the 9-5 can only imagine how you would do with a heavier car. On the other hand going to something small and lightweight might save a little gas, but what is that worth if you get slammed into.
Also look at the big picture. You have put on 19,000 miles in 3 years. That amounts to about 500 miles a month, about 30 gallons per month or at $4 per gallon $120. If you went to an extreme and got car that could double the fuel mileage, you save $60 per month or $500 per year. That does not amount to much against the purchase or lease payments of anything.
However since your lease is about to end and your mileage is low there is nothing to prevent you from making an offer (do not reveal the mileage or if they pull it from ISIS report mention your big trip you will be taking before you finish with your lease). The lease company hates to get cars back ad they cannot sell it for as much as your buy out figure. So offer around 20% under that figure. As far a extending the lease period make that a separate issue, don't put the two together. They may be unwilling to do that at your current rate as the extension of 4 months effectively gives them a one year older lease return (2009 models out in fall).
Lastly if your mileage is 16, you can definitely do better by learning to drive economically.
