Did my turbo just die??

Driving home today I hear a hooting sound and as I am driving home, and I look back.. all seems fine.
A bit later I floor it trying to reproduce the hooting and I notice that there is a cloud of smoke behind me. The smoke is greyish (maybe blueish) in color. I am cruising along and no more smoke. I get home and again when I step on the gas, and let my foot of the gas the smoke reappears.
I stop the car, and then start again. Clouds of smoke. slowly disappears.
No visible leaks although I do see a bit of wetness on the back bottom part of the engine bay. Looks like a plate is loose there too. The car has the previous PCV revision on it (not #6). When I checked the oil, the filler neck has some smoke coming out of it.
Is this the dreaded turbo failure??
NO CEL, Plenty of Oil, seems like the power is there... There is no knocking, pinging, anything like that.
Do I drive or tow to the mechanic?? HELP!!!
Car is a 99 9-5. 101500 miles. Oil change M1 0w40, 2000 miles ago. Religious oil changes every 3K since 18000 miles.
