For the 2002 Model Year, extensive upgrades and modifications (more energy-absorbing materials and/or construction) were made to the A, B & C pillar trim and headliner anyplace where a person's head might reasonably come into contact with it in event of a crash. The 2002 "news" manual from Saab talks quite a bit about it (though mysteriously provides no illustration...), and admonishes the mechanic that if the extra energy absorbing components are damaged in any way while working on the trim (or in a crash), the piece affected must be replaced to provide proper crash protection.
2001 & earlier won't get the recall, as they are not subject to the same standards the 2002 and later are.
From what I've seen, individual bits might fit on earlier cars, but without installing all the bits (headliner, A,B,C pillar covers), you won't get the full protection, and it probably won't look quite right.
