They'd call that the instrument panel. In 2004 and maybe 2005 the "Linear" sedan was dropped and the "Linear" wagon was a stripped model designed to compete price wise against the smaller Volvo V70. Everything possible was stripped from the car (except the leather interior) - possibly even the wood instrument panel. Of course, the vast majority of dealers ordered them with a $2000 "premium package" which brought the price up to that of the Arc, which at that time had the 220 HP detuned "Aero" engine, making the linears unsellable.
In Europe, Linear, Arc, and Vector represent interior trim packages, Linear being cloth seats, black IP, and minimal equipment. Arc has leather, wood IP, and more equipment. Vector has sport seats, silver IP, and is otherwise equipped like Arc. Aero is the Vector trim with the most potent engine and sports suspension. Such distinctions were and continue to be too confusing for the American market, and to cumbersome for the few vehicles sold in the US, so now we have only 9-5, and 9-5 Aero, the Aero featuring the stiffer suspension, silver IP, and a ticket to the Aero Academy.
