Cylinder head torqueing process in the WIS is to torque all bolts to 30 ft-lbs in proper sequence. Then torque all bolts to 45 ft-lbs in sequence. The final step is to turn each bolt an additional 90-degrees in sequence.
I recommend never reusing stretch bolts! These bolts may have already exceeded the limits of elastic deformation and entered the plastic stage where unpredictable things happen.
