A/C Not Controlling Correctly

I have a 2000 9-5 Aero. I had the heater control valve replaced and then did the ACC calibration (AUTO & ECON buttons). I've had the refrigerant topped off. The system will pump out all kinds of cold air if I set the temps to LO. But, if I try to set the system to auto control cooling to any specific temperature, the system runs great for a while but then throttles back before the cabin is cool and never finishes cooling. If I bump the temp setting down again, the fan speeds up for a while and then throttles back again before the cabin is cool. The best way to describe it is that it seems like the system is controlling about 15-20F higher than the setting. I removed all previous owners' manual settings in case there were some there that were causing the problem or in case the mechanics who replaced the valve had messed that up. But the system worked fine in the past, so I doubt that was it.
One thing of possible note - During the calibration I do not hear the fan at all. The dampers move, but some other discussions on this forum indicate that I should also hear the fan cycle. The fan motor is failing and I have the new one on order.
Does anyone out there have any ideas on where to go from here?
