Tech II menu question -- Where is Euro, US option ?

Hi-
I have been to two mechanics and we cannot find the option to turn the car into a European car thus being able to disable the alarm. The second one basically gave me the unit and let me look around. I was able to disable STA message, and I guess can go the route of siren removal, but I would rather just disable the whole thing.
Any ideas??
