My "Genuine Saab" hitch, which may also be made by Draw Tite, fastened firmly to the reinforced center portion of the spare tire well (where the towing eye currently is) and the rear bumper beam. In addtion, the bumper-to-body attachment went from one bolt each side to three per side, using pre-existing reinforced attachment points. Some drilling is involved, as is removing the bumper. I'd think it's lighter and more attractive than what you've described. Probably a lot more expensive, too.
As for crash protection, there is an increased risk of whiplash injury when the hitch is installed. It's thought that the reason for this is the ball "punches through" the bumper of the car that hit you and contacts the evildoer's frame, reducing the amount of energy absorbed in the other car's bumper system. I'd think that when the ball thingy is stowed, that would be less of a problem.
