If it's like my 2002 Arc, the stalk has to be all the way up to get the rain-sensing wipers to come on. Then there is the small lever on the stalk to adjust the sensitivity. Down is least sensitive, up is most sensitive.
I don't think you can remove the functionality without a serious re-wiring of the car. It's pretty well integrated. DICE controls the non-rain-sensing wipers, and relinquishes that control to the rain sensor controls when installed.
The only problems I have with them is they go psychotic every once in a while in a light mist, where they shoot into overdrive...And the fact that you lose the "one more wipe" after a delay when you use the washers...
