Need a little guidance regarding parking brake adjust

I'm hoping for some help with adjusting parking brake. I slackened the shoe adjusting screws when changing rotors and now my parking brake is very weak (6-7th click barely holds). I messed it up because I couldn't figure out which way to turn that stupid screw. I'm asking someone who knows how to do it:
- how should I adjust it? assuming both rear wheels off the ground, thighten until disc doesn't rotate and then what? slacken 1 click? 2? 10???
-which way does the left and right side turn (up or down on that clicker wheel) to tighten/loosen? I don't want to take discs off to figure that out (the caliper retaining bolts are a b***tch)
Thanks for any help! I just want my parking brake back!
