I believe the WIS indicates stock Aero ride height should be 620/610 mm front /rear or 24.4/24.0 inches. I would say 23.5" is quite good if you can maintain the gained height under load. I once surveyed about a dozen 9-5s both Aeros and non-Aeros on a dealer lot. Not one car was at proper ride height and most cars were not even consistent side to side or front to rear. There is definitely something to this. I can't believe that this is within manufacturing/engineering tolerances, particularly with the ride height sensitive alignment on the 9-5 rear suspension.
Keep us posted. I think I am going to try the Bilstein HD with the Abbott adjustable spring perch. The Abbott part is darn expensive, but I'm tired of this endless problem.
