It only gets as dark as it thinks it needs to. Unlike manual systems, which are all-or-nothing, you'll get a gradual dimming of the reflection (I perceive it as a green tint washing over the image, YMMV).
The litmus test (if you have a 2002, not sure what you do with the 2003-...) is compare with the outside mirror. When it's off, the inside & outside mirrors should appear about the same, but when it's on, and it's dark outside, the inside mirror should be noticeably darker.
To check, turn it on, and out your finger tip over the sensor on the FRONT of the mirror. That should fool it into thinking it's dark, and dim the mirror.
