CK - I know nothing about the Speedparts unit, but have the Abbott in my '99 2.3L. I did the upgrade 2 years ago at ~45k and am now at 78k.
Lou is correct - there is no alternative to sending out your ECU. Abbott will not release their software to anyone else (IP issue). On the re-install, you do need a Tech II to get your car to recognize the ECU again. I worked with a Saab dealer in NJ. Not all dealers will be willing to participate.
Abbott was great to work with (I went directly to them). About 3 months after getting it installed, my ECU went bad (as did many other early '99s). They reprogrammed my new unit at no cost (other than shipping).
Upside: With the sport exhaust, I now have ~220hp and plenty of torque. The car is quite spirited. I drove a loaner at a major service and kept wondering when the power would come in. I drove the car on a road course for a track day last summer, it did quite well keeping up with the "big boys".
Downside: It takes 7-10 days to ship the ECU from US to UK and back. That means no car during that time.
From Lou's post, it sounds as though Speedparts is a bit cheaper.
Either way, once you have the added power, you won't want to go back.
