Those are definitely classic symptoms of CPS, and I can guarantee you 99% that if you just have him replace the CPS it will solve your problem. The problem with diagnosing the CPS is that it only shows a problem when it's warm. If he's diagnosing the CPS cold it's going to act normally and not show a short. If he's not a Saab specialist he wouldn't know this, so definitely just start with the CPS.
