I think the thing is power by manifold vacuum - the vacuum is applied via an electrical on off switch. So I would trouble shoot by:
Making sure the valve diaphragm is not faulty - suck through the vacuum hose to see if it holds vac, or just route the vac line directly to a vacuum port and see if the ac is cooler. You could also disconnect the vacuum line and turn the AC on and make sure the thing is getting vacuum.
I think the thing actuates (shuts off hot water flow to the heater core) when current is applied to the switch, so you could conceivably disconnect the wiring and apply 12V directly to the switch to see if that helps.
I'm assuming that when the AC comes on it send current to the vacuum valve to accuate vacuum flow, and not the other way around.
I'm not sure if the thing shuts down flow of hot water to the core when one is in econ mode and venting outside air to cool the cabin, as the vent air never seems to be as cool as the outside air.
