Ok, sounds like you need a new TB and PCV 6 installed. That's it. It's normal to have an oil film in the TB, and the Mitsubishi TD-04 turbo in the Aeros will generally last the life of the car (200k+ miles). Oil doesn't really mess up the TB. Mine has had a coating of oil on it for as long as I can remember and it's not complaining. If you still have the original PCV setup that is most likely contributing to a little extra oil in the TB, not the turbo. If you're not getting blue smoke at startup or after acceleration don't do anything with the turbo. Is this a reputable shop? Sort of seems like they're trying to make up problems with your car. Did you have the car checked for sludge yet? I don't think it's right that they want to dig right into the turbo without investigating a little more. If it's not sludged the turbo should be fine. I'd have them drop the oil pan or look under the valve cover for signs of sludge and take it from there.
