No Overboost? 2000 Aero

HI, I recently purchased a 2000 Aero Wagon with the 5-speed from the original owner with 83K. The car idles runs great and delivers 30 mpg on the highway. However, I do not believe the turbo goes into overboost mode. It will boost just to the edge of the yellow and stops there. I have replaced every vacuum hose I could get my hands on and have checked the bypass valve (holds vacuum), and the boost control valve, (8.2 Ohms). I installed a boost guage and the car in third gear, wide open throttle will momentarily jump to 12 psi, and then settle in at 8 psi and hold that all the way to redline. It pulls strong but according to all the posts I could read here it dosen't appear to go into overboost mode. After driving the old 95's, and 96 two strokes and several non turbo 900's this car feels amazingly fast. Could 12 psi be considered "overboost" and if it is shoudn't it hold at this reading for 20 sec's while I'm at wide open throttle? I don't believe there are any vacuum leaks, (reads 18 on the vacuum guage at idle) and I have checked all the hoses associated with the turbo and all seem fine so I'm not sure where to look next. The nearest dealer is over an hour away so any input would be appreciated. Thanks, Dave F.
