First go get the owners manual for your 1999 and consult it. Then you need to consider the tire size if not specifically mentioned although that looks like a favorable size. You probably can't use a traditional old style link chain but I don't think you have to to comply with the law in WA (but I am not certain).

You probably can use an S-class cable style "chain" to meet fitment requirement and I am guessing some of these products meet the WA requirement although I admittedly don't really know for certain. Look at some of the Z-chains listed in the link below. Some of them use/require "chain" tighteners which should further improve clearance.

Finally go look at the WA law on their DOT site for specific legal requirements.

You didn't say if your car is an Aero but I assume if you can fit 15" tires it is not as I believe they all require 16" wheels to clear the front brakes. I am thinking a non-Aero with the tire size you mention (if that 195/60/15 is really right and not 65 for example) you can get something to work that meets the requirements.

Above said dealing with "chains" stinks. If you think your going to be confronted with it frequently you may indeed be one of the few that could use a good AWD car (w/studded snow tires).
