I can't see how the TB can fail from oil. It can get dirty, but that would be obvious to the eye, and easy to clean.
Hooter valve = turbo bypass valve. Easy to check and certainly could cause this problem. Apply vacuum to small hose. It should hold the vacuum. Air should pass between two large ports only when vacuum is applied to small hose.
My original lasted only a little more than 50k miles. Running with the turbo heat shield removed will kill the bypass valve in a day (guess how I know).
Also think about fuel pump problem. Tech can check pump electrical draw with a scope to see if there are any dropouts in current draw pointing to a bad pump. Swedecar has charts posted in his photo gallery showing what it looks like.
Also another member had lots of problems that were resolved with a new fuel pressure regulator.
