First, if the lenses are that badly frosted, the "UV protection" is gone anyway.
Second, they frost mostly due to road dirt, though I'm beginning to suspect also a chemical etching. I have a 2002 Arc with the Xenon lamps, and they are frosted across the top.
What you need to do is get a plastic polish. Don't bother with Meguair's. I've tried tow of theirs, and they didn't do a thing. I got some from Griot's Garage, and they seemed to have an effect (after about 4 applications), though the frosting I have is pretty deep. Next I plan to try the Eastwood Co.'s plastic kit, which includes a buffer wheel for my cordless drill.
Problem is, if it's too deep, there's not a lot you can do about it, except make it less bad.
