I have 15-inch steel wheels equipped with authentic Saab wheel covers for use in the winter. Even with 15-inch steelies, I bent a rim in one of Michigan's horrendus pot-holes last winter. A set of used 15-inch Saab aluminum wheels can sometimes be bought for less than the cost of 4 new steel wheels and wheel covers. If I had known this 8 years ago I probably would not have bought the steelies.
I have had Nokian snows, Semperit snows, and currently Dunlop snows. The Nokians were best by far! I do a lot of expressway driving and recommend H-rated (or higher) snow tires for others who drive primarily on expressways.
