I don't think there are any vacuum-operated items in a 9-5 HVAC system. Have you done the diagnostic test yet?
Start the engine, and press AUTO and OFF simultaneously on the ACC control panel. The unit will display any codes stored, and you can look for them here.
That said, the ACC sometimes does funny things. (It's still a lot better than the 9000 ACC...) One of the things is that the sun sensor (black dome in the center front of the dash) tells the ACC which direction the sun is coming from, and the ACC can adjust temperature, and direction of flow with that information. I don't know if that's happening, but maybe it is.
Also, have the charge level of the A/C system checked. If the system is too low or too high, it may do unusual things.
