Heater/ bypass valve? No heat in cabin, 1999 v6

So I just tried to use the heater for the first time since owning this 95 and have no warm air from the vents. Temperatures are equal on both sides and cool air will blow from main vents, floor, and defrost vents. So I see where the heater valve is and I dont feel any of the lines/ hoses going to the valve warm up with the engine. So there is one other valve behind the brake booster and it has one hose going to it that gets hot and one other that does not. The hose that gets hot originates just to the drivers side of the oil cooler inlet/cover area. There appears to be an electric motor that opens this valve and Im guessing this is a valve that lets hot water go to the heater valve. Is this valve a common problem? How do I test it? Any other ideas? Thanks- Justin
