I live in New Hampshire and routinely drive to upstate NY and Maine in the winter. I've had the WRs in blizzard conditions on semi-plowed roads with no issues. They are an "all-season" but they really do work well as a winter tire. My daughter has them year-round on her 9000 and has no issues getting around in western Maine in the winter.
What I like about them is that they wear better and are quieter on dry roads than a full-on winter tire like Hakkas or Blizzaks, but don't give up a whole lot in the snow. The H-rating gives them a slight edge in dry/wet road handling, too, IMHO. I figure that in most of the northeast the roads are plowed pretty quickly during and after a storm, and are usually salted or sanded, too.
That said, though, if you run a more normal all-season tire the rest of the year a more aggressive tire might be better for you. I run summer tires on my 9K and my wife's 9-5 has a touring tire for summer, which is why I switch over.
