How (where) did you check the resistance of the sensors? I had instructions for my 2000 V70 (from Victor Rocha if you know who he is) that involved reading from the cable pins from each sensor at the ABS controller connector. It was confusing on the Volvo because the resistance varied significantly by temperature. Do you recall where you got your instructions? Did you just measure the resistance within the sensor? Did you actually find and replace a bad sensor to solve your symptoms or did you end up diagnosing a failing controller?

As far as a reader, I think you will be happy with anything that can read AND RESET generic codes. I picked up an Innova 3030 at Wal-Mart about a year ago for around $60. It comes in real handy and sure beats having to drive to the auto parts store to have them do it.

There are more feature rich scanners for around $100 and up. If I understand correctly, you can read codes and record them while the engine is running. I think if I ever figure out why that's helpful or important it will be time to upgrade.

I have a 98 S70 non-turbo 176K and a 2000 V70 non-turbo 101K. My 9-5 is the only Saab I've ever owned, but I have owned seven Volvos over the years. What Volvos do you have?
