I don't quite understand the question but I start with setting the belt on the crank pulley using the double lines and jamming the belt to the sprocket with a wedge.
Then I route it over lower idler (idler hanging loose) to sprocket #4 and line up the white mark with groove on sprocket and then the same with #3 and then under the middle idler (idler hanging loose) and then #2 and last #1 and then down to and over tensioner pulley.
The white marks (and sometimes yellow) always line up the mark on each sprocket within a mm or so (I don't bother with the marks on timing cover backing plate).
When that is done I crank up the lower idler to the approx position in picture and the same with the middle idler and then I set the tensioner at about the proper setting and then I hand crank the engine over 2-3 full revolutions.
After that I start to fine adjust cam timing and crank timing using the idlers and lastly setting the tensioner to proper setting.
