FYI in case your dad hasn't heard and he doesn't want to drive/tow all the way to Fife - when Carter dropped Saab, GM authorized Bellevue Cadillac/Hummer to do Saab warranty work. Myself? I don't know which way I'd go. If your dad does try Bellevue C/H, let us know how he liked 'em.
Regarding "what companies can get away with", Carter had no choice in the matter. They tried to convince GM to allow them to continue to be a warranty depot but GM wouldn't agree. Carter does still do Saab service, they just can't submit reimbursement claims to GM for warranty work.
