A good quebecois expression is called for here.
I had exactly the same central non-wipe problem with my MY99 9-5, and could not seem to get the right kind of blades....
My solution, the springs weren't able to apply pressure inward on the windscreen because of corrosion on the joints (at the base, where you flip them up and out. Try lubricating the joints with WD40 and then a bit of 3-in-1 oil.
Worked like a charm. I used Canadian Tire single piece blades successfully, winter and summer.
