Wind shield washer tank replacement.

I have a 2000 9-5 Aero and need to replace the windshield washer tank.
I removed the wheel and wheel arch shroud and discovered a type of fixing I have never seen before. Its hexagonal but flush with the tank fixing lug with a small indentation in the center. when trying to view the other side of this fixing in the engin compartment there is no sign of any fixing point.
A.
Do I just drill out the metal fixings and replace with a more conventional self tapping screw and flange.
B.
Or does anyone know how this fixing works. Its not a pop rivet.
Also trying to get to the other side of the tank lug is near to impossible. Do I have to remove the bumper and if so where do I start?
I've done some very heavy jobs on the various saabs I've had over the years but this one has stopped me in my tracks - Any ideas?
